Laryngeal webs is a congenital (present at birth) condition described as partial obstruction in the larynx (voice box), between the vocal cords. The condition mostly occurs in babies, and starts developing in the early stages of pregnancy, and fails to disappear as they grow, which leads to them being born with it. This partial obstruction can lead to substantial hoarseness of the voice.
Laryngeal webs are usually associated with some genetic conditions like DiGeorge Syndrome, and subglottic stenosis, which is the narrowing of the windpipe just beneath the vocal folds (also known as the subglottis).
